1stAug’10 to 31-10-2010 employed as Project Manager-Irrigation by Spencon Services Limited,P.O. Box 926, Kampala, mail:uganda@spencon.net ; spenconu@star.co.ug and primarily responsible for project works in Rwanda. Involved in execution works for development of Primary Irrigation  Network of perimeter 8 (1600 ha) of Muvumba Valley, located at Nygatare district in eastern province.

Nov 15th 2010 till date-Reverted back to Govt. Deptt. while on earned leave and resumed duties as : Assistant Executive Engineer, Dhansiri Project Canal-111 Sub-Division(Irrigation), Bogoribari.

Project Planning & Management: Evaluating project, and project cost / benefit analysis at project decision points. Finalizing requirements and specifications in consultation with collaborators / promoters and end users. Anchoring on-site construction activities to ensure completion of project within the time & cost parameters and effective resource utilization to maximize the output. Interpreting of contractual obligations & rights and evaluation of Technical / Financial problems for Management reporting. Weekly and monthly reporting of MIS to top management.

Site Construction Management/Resource Planning: Overall supervising and controlling of all construction activities including providing technical inputs for construction & coordination with site management teams. Preparation and review of Specific Quality Control Plans and safety systems. Identifying & developing alternate vendors for achieving cost effective sourcing of labour force, sourcing of equipment, accessories & timely delivery so as to minimize project cost.

Man Management: Analyzing the training need and accordingly fine-tuning the training modules for imparting training on required professional skills and norms of the services.

Distinctive accomplishments across the tenure:
Spearheaded projects like Kaldiya Irrigation Scheme, which is a flow irrigation project; Mugaria ELIS (Electrical Lift Irrigation Scheme), Bamakhata Deep Tube Well Scheme.
Closely monitored the command area development works of Sukla Irrigation Project for about four years.
Led, guided & mentored the team in Dibrugarh division for irrigation; managing Lift Irrigation schemes, Deep tube well schemes. Executed schemes under ARIASP of World Bank Programme.
Instrumental in preparing reports on environmental impact assessment and corresponded at the governmental level for forest and environment clearances
Monitoring of CAD works of Kaldiya Irrigation Scheme on a regular basis thus keeping a strict vigilance on the workmanship of the project.
Accomplished the first phase of CAD works of Kaldiya Irrigation Scheme within the stipulated time frame.
Preparation of the action plan of subsequent phases of command area development well in advance.
