Las Vegas City Jobs Facing Pay, Benefit Cuts

In an effort to save Las Vegas city jobs and close a budget gap, officials are considering implementing cuts to workers' salaries and benefits.

During a recent Las Vegas City Council meeting, City Manager Elizabeth N. Fretwell presented a plan that would require executive and appointive city employees to take an 8 percent pay cut to their salary and benefits. This move would save the city about $3 million and help officials deal with a $400 million, five-year budget shortfall.

Although the council approved the plan, to begin July 1, the city's bargaining units also need to approve it. As executive and appointive employees are considered "at will" employees, they are not represented by a collective bargaining unit.

Under the plan, salaries would be reduced through furloughs and wage roll-backs; reducing benefits by foregoing the city's 401a employee retirement matching plan and a contribution to the Public Employees' Retirement System; and foregoing nine administrative and merit days off for executive employees and five days off for appointive employees.

If the plan is not ultimately passed, it could result in massive layoffs for city employees, who have not received merit increases or performance bonuses for the last two years.

Las Vegas currently has 115 executive employees who serve as directors and managers to oversee the 17 departments in Las Vegas. They also oversee the budget for their respective departments. There are 183 appointive employees who serve as professional and support staff, including analysts and administrative officers, who have significant programmatic responsibilities.

"These employees are trying to set an example for the entire city, and their efforts should be applauded," Mayor Oscar B. Goodman said. "The bottom line is the only alternative to resolving this by agreement is by reducing our employee workforce and we certainly don't want to do that and we’re doing everything in our power to secure the positions of those who have been so loyal to us over the years.

"I hope that during the negotiations everyone is going to try to come up with solutions to make it as easy as possible for people to keep their jobs and continue providing important services to our community," he added.
